· ways that red tape can be held to a minimum in the new model;
· issues relating to the way that Stream 4 will respond to the complex needs of some jobseekers and the role of specialist providers, including a proposal for a Stream 4 only contract;
· consideration of a broad range of issues, including funding questions, relating to the proposed Work Experience component;
· the arguments for removing the distinction between provider-brokered and jobseeker-initiated outcomes;
· an argument for the immediate introduction of changes to the PR process and to ensure that measures to wipe out the PSP waitlist takes effect for all these jobseekers as of 2009;
· a benchmarked performance management system;
· the introduction of a regulatory body to provide for a more balanced contractual relationship between the Department and providers.
